One of the main objections to the plan to revise the natural risk prevention plan (PPRN) is the measure which prohibits the reconstruction of a property located in a dark red zone and destroyed at more than 25% of its structures or at the level of its foundations.

The mission led by Dominique Lacroix and Jean-François Desbouis, was able to identify that between 20 and 25 houses, including ten at Sandy Ground, were concerned. "Consequently, she recommends favoring the principle of reduction in case-by-case treatment".

It offers an alternative: allow reconstruction, but on the condition of reducing vulnerability, that the owner can "guarantee a significant reduction in vulnerability"; this guarantee must be proven by "a mandatory architect's study indicating in a notice attached to the building permit application the methods planned to counter the risk".

This measure will apply to private homes, professional buildings, hotels and all areas. The mission "considers that this principle must apply to all types of construction in order to ensure a homogeneous and fair treatment of all sectors and all situations".

On the other hand, the mission approves the measure of the Deal, which consists in prohibiting "the construction of new projects in sectors where there has never been construction" in the red zone. The measure will therefore be retained in the final regulations of the PPRN.
