Annick Girardin, Minister of Overseas, presented last Thursday the “Overseas Blue Book” to Emmanuel Macron, at the Elysee Palace. The President of the Republic also announced on his tweet account his visit to the Northern Islands next September.

In her speech, which can be consulted in full on the ministry's website, Annick Girardin returned to the objective of the Assises des Outre-mer which “gave the floor back to those who no longer take it, and allowed to recreate links, to restore confidence in public action ”. It is precisely the results of these Assises that are recorded in the document entitled Blue Book.

“This blue book obliges us, and above all it commits us, collectively. It is a roadmap built with the whole of government. It is not a program, it is the policy that we will conduct overseas! We therefore placed the overseas citizens, our 2,7 million fellow citizens who live in these 11 inhabited overseas territories, at the heart of this transformation. Ultramarines want public services that work, they want a State that protects, a Republic that liberates! Continued the minister.

In order to reassure the overseas citizens that she considers "Worried by insecurity, worried about housing, access to water, care, for the future of their children, their elders", Annick Girardin announced : "We are going to revitalize the overseas housing plan, by stabilizing tax exemption until 2025. In terms of health, we will fight against medical deserts, we will launch a new fund to finance an unprecedented prevention action in the public health to respond to crucial issues overseas: early pregnancy, obesity, alcoholism, tropical diseases… ”

Overseas budget increase

The overseas budget will thus be greatly increased. “By significantly increasing the Exceptional Investment Fund, € 500 million will be directed towards public investment until the end of the five-year term. In addition, € 400 million will be injected into economic development to build new tools to serve the creation of value in the same period. "Continued the Minister according to which this Blue Book" opens the field of possibilities "from a regulatory point of view, adaptation, differentiation, and" in our relation to Europe ".
