The latest decisions of the Executive Board

The Executive Council met in plenary session on Wednesday February 28 at 9:30 am. Here are the latest decisions made by the Executive Council.

On the first item on the agenda, the Board decided to endorse the decision of the tender committee, in order to award the Saint-Martin tax system reform market to the specialized firm FIDAL, 6 impasse Serge Reggiani in Saint-Herblain, for an amount of € 500. This specialized company is responsible for carrying out a mission on the reform of the tax system. This audit is a will of the majority, which urgently wishes to rethink taxation to revive the economy and generate reliable revenue post cyclone Irma. The call for tenders was launched on December 000, 15, and three offers were submitted on time: CMS Francis Lefebvre Avocats, Cabinet Fidal and Ernst & Young Avocats. The choice fell on the firm Fidal.

The 1 phase of the audit will consist of carrying out a diagnosis of the current tax system (strengths and weaknesses) and competitive analysis of the territory in relation to its regional environment. Phase 2, overhauling the tax system on the basis of the diagnosis, political objectives and future investment projects, rewriting the general tax code and organizing a local control center within DGFIP services.

In point 2, the Executive Council authorized the signing of a management agreement with the Directorate General of Customs and Indirect Rights (DGDDI). The operations of assessment, control and collection of taxes, duties, levy and other levies being carried out by agents of the State, this convention defines the methods of remuneration of these agents. A first agreement was signed on March 21, 2008 with the DGFIP. By agreement of March 18, 2014, the community then entrusted to the General Directorate of Customs the operations of controlling the tax on petroleum products, the tourist tax, and the tax on vehicle rentals. The framework having been rediscussed, the Executive Council authorized the president to sign the new convention on the same bases.

In point 3, the Executive Council authorized the signing of a partnership agreement with the Department of Gironde. In a spirit of cooperation between public actors and in a logic of national solidarity towards its Saint-Martin citizens, the Department of Gironde offers to contribute to the financing of post-Irma rehabilitation or reconstruction operations. The Gironde Departmental Council wished to commit to supporting elderly people in the area and voted an investment subsidy of € 100 intended for the rehabilitation of the EHPAD Bethany Home, the only medico-social structure taking charges aging people with disabilities. The Executive Council authorized the signing of a partnership agreement between the two communities for the implementation of this project.

President Gibbs thanked the President of the Gironde Departmental Council, Jean-Luc Gleyze and the members of his Council for this particularly appreciated gesture of solidarity.

In points n ° 4 and 5, the Executive Council approved the renovation projects of the Jean-Louis Vanterpool Stadium in Marigot, for an amount of € 252 and of the sports platform of the Thelbert Carti stadium in Quartier d'Orléans, for an amount of € 000. For these two projects, a grant request will be submitted to the National Center for Sports Development (CNDS) covering all of the eligible expenses of the two operations.

With regard to the Jean-Louis Vanterpool stadium, the works include the repair of the enclosure fence, the refurbishment of sports facilities, the refurbishment of equipment, lighting and the demolition of a wall. With regard to the Thelbert Carti stadium, the work consists of repairing the enclosure, equipment and lighting.

In point n ° 6, the Board deliberated on the allocation of scholarships of a specific nature for the 2017-2018 academic year - 1st breakdown. Thus, 9 Saint-Martin students pursuing their studies outside the European Union received an exceptional scholarship, for a total amount of € 13. Each student received the sum of € 500 for the academic year.

In point n ° 7, the Executive Council voted in favor of the delivery of a building permit to the company Sindextour, holder of a Temporary Occupation Authorization (AOT), on the AW33 plot of Orient Bay, for the realization of two beach restaurants meeting post Irma construction criteria, i.e. establishments located further from the sea, made of removable materials, with a hard part (kitchen and sanitary) to avoid projectiles on neighboring homes, in the event of a hurricane.
