COPIL on the PPRN of Saint-Martin: The Collectivity will make its contribution next week

The last steering committee (COPIL) on the revision of the PPRn of Saint-Martin, which concludes the consultation launched by the Collectivity of Saint-Martin on August 29, took place on Thursday, October 17, at the hotel of the Community.

Particularly detailed information and arguments are brought up from the eight thematic technical committees (COTECH) organized in September and October in the districts.

Concrete and qualitative proposals have been received and will be compiled to constitute the contribution file of the Collectivity of Saint-Martin to the public inquiry of the State, open until the end of October.

In his introductory speech, President Daniel Gibbs recalled that the purpose of this work was to result in a modification of the Natural Risk Prevention Plan implemented by the State in advance, by decree of August 6, 2019.

The work carried out by the Collectivity and its contributors was able to focus on four pillars of sustainable development:

- Social through social cohesion and living environment

- The economy with the question of economic development and land use planning

- Culture through the question of cultural heritage

- And the environment with the challenge of protecting and enhancing our natural heritage

The President greeted the participants in the COTECHs and the referents for each theme for having brought the reflection groups to life and produced constructive proposals, some of which were selected and presented to the steering committee.

"I am satisfied, because this concertation confirms me in the observation of the imperative need to hear and take into consideration the sociology and the economic ambition of the territories, when it is a question of decisions such as the implementation of a PPRN. But my satisfaction remains relative because haste is never a good thing. We indeed had to submit to the extremely short deadline for the state's public inquiry, which ends on the 31st of this month, ”said the president.

The president will hand over to the investigating commissioners the contribution of the Collectivity, next week. These items will be officially recorded as parts of the investigation. The territorial council of next Thursday November 07, will propose a deliberation which will confirm in a legal framework the recommendations resulting from this work.

As a reminder, in the same vein, the community filed a gracious appeal to the Ministry of Overseas, last September 16, so that the PPRN is canceled in advance and that a new method is applied in the construction of a better developed PPRN, more attentive to our challenges, in social, economic and security terms.

The President also met the Minister for Overseas France, Mrs. Annick Girardin, during her last trip to Paris, in early October, to explain her arguments and convince her of the need to obtain an additional six days. months to develop a PPRn close to the realities on the ground and the aspirations of Saint-Martin.

The Collectivity of Saint-Martin recalls that it is essential for the future of Saint-Martin that Saint-Martin and Saint-Martin make their contribution to the public inquiry of the State, open until October 31 , at the prefecture of Saint-Martin.
