Town Planning: Development of Vice-President Patrick

During a press conference, Vice-President Steven Patrick gave an update on the town planning checks carried out since 2017, the revision of the PPRN, the projects in progress which concern Orient Bay and the waterfront de Marigot, as well as the way in which the Collectivity had decided to work with the State and various of its services, the prosecutor, etc.

Since 3017, town planning controls have been intensified, assures Vice-President Patrick, who specifies that about a year ago, discussions had taken place with former prosecutor Samuel Finielz on the terms of these controls. With the agreement of the prefect, all projects that had a security and safety issue for individuals were targeted. But the arrival of an interim prosecutor somewhat upset the established plans, "he wanted us to speed up the checks, and that's when the cooperation started to be a bit complicated," said Steven Patrick. The latter considers that the fact that the prosecutor Finielz “lived a little on the territory”, allowed him to have “more knowledge of the real issues, and how to work to improve things”. The methods which are currently practiced in Saint-Martin do not date from yesterday, affirms the vice-president, and "it is not in two, or five years that everything will be well done. We will have to do pedagogy and work with the population, to be able to do things adapted to the reality of the territory. Samuel Finielz understood that well, and those who arrived afterwards had a different mind, "it's the Law, so we're going to do it like that or that ..." ".

Currently, the POS is being revised in order to have a document that is more adapted to reality and thus modify certain restrictions that are now obsolete. Before adding, "in the same way that the PPRN decision was rushed, the prosecutor wants to do the same with urban planning".

Steven Patrick has a particular interest in carbets in Orient Bay and breasts on the Marigot seafront. The work is underway, and the collective development will be ready at the beginning of October, the AOTs and locations of each have been allocated for the different breasts. Building permits have been issued and work has been launched at the BO, while specifying that the PPRN does not influence constructability, "it is the most important area for us economically". And to affirm that "even if the prosecutor and the State tell us what to do or not, it is not their role (...) One must not encroach on the charges of the other (…) I believe that the State does not take our situation seriously. They are on a strictly administrative basis. I think that the administrative, political and legal must work with an open and pragmatic mind ”, while respecting each other's skills. By concluding that the Collectivity is aware that the State and the Prosecutor's Office would like to go faster, but that it is necessary to take into account the historical context of the territory, "we are going in the same direction, but at a different pace"._RM
