On December 13, 2018, the territorial council authorized an evolution of the governance of Semsamar, precisely in that of a “unification of the functions of president with those of general manager, leading to the appointment of a president and general manager”. The same day, the territorial council had suggested Yawo Nyuadzi being already president of Semsamar, to apply for this possible new post of P-Dg.

A few days later, the board of directors approved the merger of the two positions and the appointment of Yawo Nyuadzi as CEO.

On March 1, 2019, Louis Mussington, territorial adviser to the opposition, had seized the administrative court of Saint-Martin to ask him to have the two deliberations of the territorial council canceled. The hearing of the administrative tribunal took place on January 23, 2020 in Saint-Martin and the judgment was rendered on February 11, following: the administrative tribunal agreed with Louis Mussington and canceled the two deliberations of the territorial council on the grounds that 'insufficient information had been given to elected officials so that they could position themselves on the issue.

Following this decision, the president of the Collectivity was invited to invite elected officials to speak a second time on the subject; two new deliberations having the same purposes were thus presented to the territorial council on June 30. Both have been adopted; Yawo Nyuadzi is the candidate of the elected representatives of the COM of Saint-Martin for the post of P-Dg. (soualigapost.com)
