Road safety / Creation of a crime prevention group in St-Barthélemy for risky behavior on 2 wheels

On May 25, 2018, in view of the alarming report of the accident in Saint-Barthélemy made by the gendarmerie (4 fatal accidents since the start of the year for two-wheeled drivers) and while two-wheelers and quads represent 2% vehicles in circulation (for 2% in Metropolitan France), or 33 vehicles, including 10 4725 cm1842 scooters, a meeting to set up a working group on accidentology and dangerous road behavior of 50-wheelers in St-Barthélemy took place in the community of Saint-Barthélemy with the President of the community, the head of the territorial police, the prosecution and the delegated prefecture of Saint-Martin and Saint-Barthélemy.

 

It was thus decided to create a local delinquency treatment group (GLTD) dedicated to this theme and aiming for the year 2018 to amplify preventive and repressive actions likely to empower two-wheeled drivers and reduce road accidents.

 

Preventive actions:

Awareness actions in schools (middle school).

Verification of the conditions of obtaining and the training for the FGASR and the BSR on St-Barth.

Setting up of a “2-wheeler practice workshop” and awareness-raising on 2-wheel accidents for young drivers, seasonal workers and professionals.

Awareness of night establishments and drinking establishments and rental of 2 wheels or quads (display of alcohol regulations, prohibition of serving drunk people, verification of licenses - in particular temporary drinking establishment licenses - provision of a means of testing the blood alcohol level before leaving the establishment, setting up a shuttle for customers and staff, checking the license and the ability to drive before hiring a vehicle).

Raising awareness among companies using seasonal workers (hotels and restaurants) of the risk on two wheels, by encouraging the use of collective collection organized by companies.

Sensitization of tourists and seasonal workers to the use of two wheels on St Barthélemy and the risks associated with the topography of the place.

Reflection on the quality of the road surface.

Law enforcement actions:

Systematic verification during the power and sound volume checks of 2 wheels and quads.

Systematization of provisional seizures of 2 wheels with destruction in the event of non-compliance (motocross or quad not approved, scooter transformed or in poor condition or at the origin not established) and request for confiscation by the court of other vehicles including the driver has poor road behavior.

Systematization of the use of additional penalties for suspending a license or BSR or driving any type of vehicle.

Harmonization between the COM and the prosecution of the scales of license suspensions for traffic offenses and permanence to ensure license suspensions 7/7.

Shortening of toxicological analysis times and amplification of narcotic screening on two-wheeled drivers.

Investigation of indirect criminal liability in accidents with death or injury: relatives, friends, liquor stores aware of or participating in the alcoholic state and lending a vehicle or letting the driver go).

Reinforced controls of establishments serving alcoholic beverages and with late opening, and criminal proceedings, and possible administrative closures.
