POLICY: The COM establishes an ethics referent within it

The Ethics Law of April 20, 2016 created "a right for any civil servant to consult an ethics referent responsible for providing him with any useful advice for compliance with ethical obligations and principles". On the proposal of the Director General of Services (DGS), Christiane Ayache, the elected officials meeting in plenary session on January 31 unanimously adopted the principle of creating this position within the Collectivity of Saint-Martin. "Saint-Martin is the first community in the Caribbean to have an ethics consultant," commented President Daniel Gibbs.

The position will be offered to Paul Dollin, the former director of human resources, who is now in charge of staff careers. The latter will soon be appointed by territorial decree by the president and will exercise his functions on a voluntary basis.

"The ethics referent is someone who can work in a simple way on the main principles which govern the functions of a civil servant", explained the DGS which already contributed to the establishment of this post in Argenteuil, community where it exercised before coming to Saint-Martin.

The agent can refer to the deontologist referent in case of doubt in terms of ethics, dignity, harassment, secularism. "On the other hand, the referent is not there to resolve staff career problems or other problems related to human resources," insisted Christine Ayache. (soualigapost.com)
