The community of Saint-Martin has a territorial council composed of 23 members elected by universal suffrage by the population during the territorial elections and an executive council (EC). This is made up of the president and four vice-presidents of the territorial council as well as two other territorial advisers.

Today sit on the CE: Daniel Gibbs, Valérie Damaseau, Yawo Nyuiadzi, Annick Petrus, Steven Patrick, Marie-Dominique Ramphort and Louis Mussington.

During the installation of the executive council, Daniel Gibbs had proposed to the political group led by Louis Mussington to present a candidate and the elected members of the Alliance had submitted the candidacy of Louis Mussington.

It meets regularly, ie once a week. Until 2017, the sessions took place on Tuesday afternoon. But the new team elected in March 2017 chose to move the meetings to Wednesday morning because of the professional constraints of two of its members, Annick Petrus and Louis Mussington, who work in National Education.

In 2018, the executive council met 38 times. Daniel Gibbs participated in three-quarters of the meetings, that is to say 28. Marie-Dominique Ramphort and Steven Patrick are the most assiduous elected representatives with 26 presences (and 12 absences) followed by Yawo Nyuiadzi and Valérie Damaseau who count one less presence. They attended two-thirds of the boards.

Conversely, Louis Mussington was absent by two-thirds. He is the member who was most often absent in 2018 (24 times).

Finally, Annick Petrus attended half of the meetings (19 attendance and 19 absence).

The seven elected officials were only present at one meeting on September 12.
