To overcome its difficulties in the award of public contracts, the Collectivité of Saint-Martin outsources by calling on two companies.

Several dozen calls for tenders are still waiting to be drawn up or in the process of being drafted. To speed up the implementation of projects initiated by the Collectivity of Saint-Martin or to renew contracts that have expired, the Collectivity has secured the services of an external company. Chosen within the framework of a public contract, the company named Pragma, the abbreviation of pragmatism, supports the Collectivity today.

Its mission: to draft public contracts. "It thus comes to relieve the public order service which has been particularly sought after in recent months, particularly in the context of the reconstruction and renewal of contracts that have come to an end", specifies the Collectivity of Saint-Martin. Thus, Pragma has already worked on about ten public markets in recent weeks, which according to the Collectivité of Saint-Martin, "allows the ordering service to work on other markets and to gradually exit the most urgent markets" . Among the latter, we note the markets related to waste treatment (household waste-bulky and green waste), selective sorting of waste, the purchase of trash bins, the collection of glasses and plastics to which is added mowing. and pruning particularly urgent as we now enter the peak of the hurricane season. As a reminder, the Galisbay waste collection center has been closed since February 2020. Regarding selective sorting, “pending the launch of the market, the Collectivity is removing the stocks of glass and plastic accumulated around the containers, ”she says.

 

A reorganization in progress

The Collectivity is also supported by the company Axioval made available and remunerated by the French Development Agency "to help the business departments of the Collectivity to prepare the specifications for future markets", she explains.

“Real substantive work is currently being undertaken by the general management and its teams, to allow the Collectivity to free up the necessary room for maneuver and meet the growing needs in terms of public procurement. This growing power of the Collectivity is inevitable and above all necessary for the proper functioning of the institution and support for the local economy, ”concludes the Collectivité of Saint-Martin.
