As part of the national poverty prevention and fight strategy initiated by the Government in September 2018, to strengthen poverty prevention in a logic of social investment around five commitments (equal opportunities from early childhood, access of young children to fundamental rights, guarantee of a training course for all young people, access to the law and access to professional integration for people excluded from employment).

The prefect, Serge Gouteyron and the president of the Collectivity, Daniel Gibbs, signed an agreement to support the fight against poverty and access to employment on November 24.

The State and the community of Saint-Martin will thus combine their efforts to implement three flagship actions in favor of people in greatest difficulty:

- Organize an initial unconditional local social welcome in order to allow any person expressing a social request, whatever it is, to obtain a listening and a rapid support, with a very particular vigilance for the inhabitants of the priority areas of the city's policy (Quartier d'Orléans and Sandy Ground).

- Set up pathway referents to offer enhanced support without interruption to people in great social difficulty, and to improve cooperation between professionals in charge of monitoring the same person.

- Implement a new strategy for active solidarity income, with the priority of faster support and orientation towards “activity first” for RSA beneficiaries. The State's financial commitment under this agreement will amount to € 180.

This agreement follows on from the call for projects launched on July 27, 2020 by the prefecture for the implementation of a strategy to prevent and fight poverty in Saint-Martin in 2020, which made it possible to finance three projects up to € 277:

-The ALEFPA / Le Manteau de Saint-Martin mobile solidarity grocery store project, inaugurated on October 15, 2021.

-The “Go for it” project carried by the COBRACED association (for access to a balanced diet and to sports for secondary school students in the Quartier d'Orléans), which started at the start of the school year in September 2021 with 60 breakfasts intended for secondary school students identified in connection with the teaching staff, and soon a lunch for those not registered in the canteen, as well as sports and artistic activities.

-The "DAPA" project carried by the nautical club of Saint-Martin (discovery of outdoor and nautical activities for children from disadvantaged neighborhoods during school holidays), which started in December 2020 for the benefit of 300 children from Quartier d 'Orleans, Sandy Ground and Concordia.

In addition, a campaign to distribute washable masks and protective gel to the population of disadvantaged neighborhoods was organized in 2020, representing additional State funding of € 12.
