The Prefect, Pierre-Etienne Bisch, in charge of the smooth running of the elections!

President Daniel Gibbes received, on Wednesday April 19, the out-of-class prefect, Pierre-Etienne Bisch, delegate to the Constitutional Council. The latter was accompanied by Anne Laubies, Deputy Prefect of the communities of Saint-Martin and Saint-Barthélemy, the General Secretary of the Prefecture, Thierry Malher and Joëlle Cage, responsible for the Regulation and General Affairs of the Prefecture. Along with President Gibbes, Philippe Millon, director general of community services, and Véronique Sapor, head of the election office, were present. 

Article 58 of the Constitution entrusted the Constitutional Council with the task "of ensuring the regularity of the election of the President of the Republic, of examining complaints and of proclaiming the results of the ballot".

The presence of Prefect Pierre-Etienne Bisch in the Northern Islands derives from his role as delegate within the Constitutional Council, responsible for monitoring the operations relating to the presidential election in the two communities of the North Islands and in Guadeloupe.

The prefect Pierre-Etienne Bisch therefore had the task of controlling the proper conduct of the election locally, during the first round, Saturday April 1, 22 and the second round, Saturday May 2017, 06. He will be assisted by magistrates appointed by the President of the Court of Appeal, responsible for carrying out monitoring visits to the polling stations in Saint-Martin.

President Daniel Gibbes took advantage of this meeting to reassure the prefect on the good preparation of the poll by the community services in connection with the prefecture, on the organization of the 19 polling stations open to voters, on Saturday, April 22, 2017, from 8 a.m. to 19 p.m., as well as respecting the legal rules in force.

The prefect Pierre-Etienne Bisch will leave with the minutes of the results of the poll in our territories, on the responsibility for the Constitutional Council to proclaim the official results within ten days at the end of the second round. In practice, the Council generally fulfills its mission within four days of the second round.
