After a year of service as Minister Delegate for Overseas Territories, Jean-François Carenco left rue Oudenot and handed over his power to Philippe Vigier, MoDem deputy for Eure-et-Loire since 2007 and former member of the delegation to Overseas at the National Assembly.

Louis Mussington, president of the Collectivité, said he was saddened by this announcement but confident for the future. After creating a relationship of trust and fluid communication between him and the former Delegate Minister for Overseas Territories, Louis Mussington said during the press conference relating to the 72 measures taken by the Overseas Interministerial Committee on July 21 last, which marked the handover of power between the former and the new Delegate Minister for Overseas Territories: "Thank you to my friend Carenco for his boundless support". For deputy Frantz Gumbs, close to Philippe Vigier, "we cannot grant Philippe Vigier the same affection, the same empathy that Jean-François Carenco had for the Overseas Territories, but I will not fail to give him my opinion in hoping to be able to bring him soon to Saint-Martin and Saint-Barthélemy”. In the presence of his supervising minister, Gérald Darmanin, Philippe Vigier, a 65-year-old civilian biologist, took on July 21 the ministerial direction of the twelve overseas territories. The outgoing Minister Delegate, Jean-François Carenco, declared, moved: "I am happy and proud to have served the Overseas Territories, to have served the Republic, to have served its President, who trusted me “, inviting his successor to have “love” for the overseas territories, to take into consideration his culture in the broad sense before symbolically handing him as a roadmap, his file from the interministerial committee for Overseas (CIOM) qu he considers extremely important in order to guide him in his mission. Philippe Vigier welcomed the mandate of his predecessor accompanied by these words: “I tell the women and men of these territories that I will listen to them. I think that requires the government to be up to it. I want to tell these 2,6 million men and women that we are here to bring a better future, all together”. _VX
