INTERNET: SDTAN has been revised and adopted

A new version of the SDTAN was approved by the elected representatives of the territorial council meeting in plenary session last Friday. SDTAN is the territorial master plan for digital development which explains how very high speed must be deployed in the territory of Saint-Martin.

SDTAN has was drafted and approved for the first time in 2015. At the time, it provided for the COM to deploy the network to rent it to operators. Then Orange expressed the wish to participate in the deployment; the SDTAN has therefore been revised to this effect. Then THD Tel asked to participate, then Dauphin Telecom.

Today, being noted that these three operators will deploy the network and no longer COM, the SDTAN has been modified to take these commitments into account.

Accompanied by a consultancy, the community has set itself three strategic directions: achieving “good broadband” for the entire population by 2021, the deployment of a local wired optical resilient loop for 100% of residential premises by 2022-2023 and professional fiber optic service widespread by 2022.

The second orientation consists in the burial of the networks by the three operators. “The cost of creating this civil engineering, ie the trenches and the sheaths, is around 10 to 11 million euros HT for nearly 90 km of arteries.

This sum constitutes an investment wall for the operators for lack of clear principles of mutualisation ”, declares the COM. This is why it was imagined "a mutualized device within the framework of the creation of an ad hoc company in charge of building, financing and operating a civil engineering network which would then be made available to operators under neutral conditions, transparent and non-discriminatory, ”announces the community. How to find funding was until then the big unanswered question.

The Banque des Territoires (Caisse des Dépôts) has already indicated that it is very interested in contributing to the creation of this company which should be called Tintamare and which will therefore be the owner of the network.

The State, which had committed to finance the establishment of these networks after Irma, will abound up to 5 million euros; the rest, half of the funds necessary for the construction of civil engineering,  to be provided by the Banque des Territoires, the COM and the operators.
