Hurex (Hurricane Exercise): A life-size test!

Organized last Tuesday and Wednesday, Exercise Hurex aimed to test good coordination between the services of the State, the Collectivity and the French armed forces in the organization of the cyclone crisis cell.

Tuesday June 26, 2018 at 9 a.m., a yellow level cyclonic pre-alert was triggered. The Defense Operational Center (COD) was activated in the Prefecture to test the coordination of services and new determined post-Irma procedures.

These events are part of the scenario of the HUREX exercise (Hurricane Exercise) carried out each year at the start of the hurricane season in order to test and test the coordination between the various services of the State, the Community and the armed forces in the Antilles. especially in the organization of the crisis unit. Several operators have also been associated to verify information feedback.

For more realism, the exercise was punctuated by follow-up bulletins issued by Météo France predicting a deterioration of the conditions until the transition to violet vigilance (confinement) at 18 p.m. and of cyclone HUREX in the night from Tuesday to Wednesday.

The preparation phases, from yellow vigilance to red vigilance, made it possible to test all of the procedures: stock status, securing of ports and airports, water, electricity and telephone networks, census and setting up medical evacuations, prepositioning of reinforcement means on the island, activation of shelters and public alert campaigns. This Wednesday morning, as soon as the gray alert level passed, the services present at the COD triggered the reconnaissance and requested feedback to assess the situation the day after the passage of the category 5 cyclone Hurex. Satellite communications and radio could be tested. Finally, the security forces have also put in place one of the protection and prevention systems planned to limit traffic to emergency services and only the services required after the passage of a cyclonic phenomenon.
