A circular of March 9, 2017 promoting the mobility of overseas civil servants was signed by Annick Girardin, Minister of the Civil Service, and Ericka Bareigts, Minister of Overseas. The objective is to make it easier for these agents to obtain transfers in their territory of origin. Take better account of the Center for Material and Moral Interests (CIMM) in the transfer criteria, that is the wish of the two ministers. This center "becomes a legal priority of assignment for all civil servants of the State", according to the two ministries. The territories concerned are as follows: Northern Islands, Guadeloupe, Guyana, Martinique, Mayotte, La Réunion, French Polynesia, Saint-Pierre-et-Miquelon, Wallis and Futuna and New Caledonia.
