Taxation / Fixing of the tax rate for the year 2020: The Territorial Council fixed for the year 2020 the rate of the following taxes:

- Property tax on built properties: 47,30%

- Property tax on non-built properties: 121,58%

- Business tax contribution: 25,76%

- Additional tax on the contribution of licenses (intended for the financing of the CCISM): 2, 81%

- Additional duty to the index duty (intended to finance the CCISM): 2%

- Household waste management tax: 14,70%

The Territorial Council has decided to keep the rates of these taxes identical, pending the reform of the tax system of the Collectivity.

  Collection of income tax for the year 2019 and various tax measures.

Through article 1, the territorial council decided to give the authority to the collectivity to collect the taxes and products and to fix the conditions of the entry into force of the provisions of the deliberation. It is a classic layout.

Through article 2, the territorial council set the income tax scale applicable to income received in 2019. It decided to revalue the limits of the income brackets of the scale and the limits and amounts associated with this scale. This revaluation will allow households whose incomes have increased to the level of inflation thus estimated, to pay next year a tax identical to that of this year.

  The tax is calculated by applying to the fraction of each share of income which exceeds € 6274 the rate of:

- 5.50% for the fraction greater than € 6274 and less than or equal to € 12515

- 14% for the fraction greater than € 12515 and less than or equal to € 27794

- 30% for the fraction greater than € 27794 and less than or equal to € 74517

- 41% for the fraction above € 74517

Through article 3, the Territorial Council fixed the scale of withholding tax applicable to salaries and wages received from January 1, 2020 by non-residents, with an adjustment identical to that of article 2.

Through article 4, the Council has removed certain obstacles of a fiscal nature which hitherto dissuaded landowners from selling them: exemption from capital gains on the transfer of property - a reduced rate of registration fees for the 'Buyer. The aim here is to encourage the owners of these goods to transfer them to a buyer who, in return for their tax advantage, undertakes to use the goods in the context of a commercial, craft or industrial activity or to rent them under a commercial lease or a short-term lease, within four months from the date of acquisition and for a maximum of 6 years.

Through article 5, the Council brought an initial solution to the problem of the settlement of inheritances in Saint-Martin, with the exemption from transfer duties free of charge from donations of buildings for the benefit of the spouse, descendant in direct line up to the 3rd degree under certain conditions.
