Economy: Single window for businesses

During her official visit on March 4 and 5, 2018, the Minister for the Overseas Territories asked that businesses in Saint-Martin be accompanied in all of their efforts by administrations and social organizations.

The CGSS of Guadeloupe and the Northern Islands agreed to pilot the system for setting up a one-stop shop for businesses at first, in particular to allow businesses in Saint-Martin to file their moratorium files in application of the social security funding law for 2018.

The CGSS, the CGRR, BTPR, the CCISM and the DIECCTE, supported by the Prefecture of Saint-Barthélemy and Saint-Martin and the Collectivity of Saint-Martin, have set up a Single Window for Companies (GUE), open to Social security agency of Saint-Martin since the beginning of April 2018. The services of the Directorate General of Public Finances are also associated with this approach.

The One-Stop-Shop for Companies supports contributors who wish to benefit from the exceptional measures put in place by these organizations following the passage of Hurricane IRMA, and following the provisions of article 16 of law n ° 2017-1836 of December 30 2017 social security funding for 2018.

As a reminder, the device relates in particular to:

- negotiation of clearance plans (for a period of 2 to 5 years depending on the debts - limited to 6 months for the salary portion) for social or fiscal debts, including prior to the date of the cyclone;

- the possibility of waiving claims for employer contributions and social contributions up to 50% of the sums due since August 1, 2017 to URSSAF. In case of agreement, this abandonment would be integrated from the first deadlines, for the duration of the moratorium.

- as of the filing of the request, the company is considered up to date with its obligations to pay social contributions. Therefore, it is likely to obtain a certificate of vigilance and can therefore tender for public contracts.

Please note: the deadline to benefit from these derogations

is set for April 30, 2018.
