Develop “risk culture”

0

The West Indies are located in a double risk zone: the cyclone risk and the seismic risk. The population must therefore live with it. As long as she is prepared for it. "We must develop this culture of risk," insists Philippe Gustin, interministerial delegate for the reconstruction of Saint-Martin.

It intends to make the population understand that it is exposed to dangers and that it must protect itself. It must therefore not build in vulnerable areas. "There is no such thing as zero risk, but we must make sure to reduce it as much as possible", Philippe Gustin conceives. It must also build by respecting the standards and by using solid and anticyclonic materials. But installing roller shutters and other protections represents a certain cost that not all people can afford. "The financial aspect is indeed a problem that we will have to think about," admits the interministerial delegate.

Philippe Gustin would like to suggest the training of employees who will find themselves in partial activity in this culture of risk.
