Territorial Chamber of Accounts: a “detailed and very critical” final report

During the territorial council Wednesday July 11, Daniel Gibbs presented the report of the Territorial Chamber of Accounts, relating to the management of the Community between 2007 and 2016.

“This report, over 100 pages, is detailed and very critical. Certain issues addressed by the magistrates have, however, already known concrete responses from the current team, ”affirms the president of the Community. These criticisms relate in particular to the "failing" management of the COM's human resources, the absence of an "adequately monitored" inventory of the heritage situation of the COM, the "excessive" price of water production, the lengthening of the runway at Grand Case airport…

But it is especially the deletion in the final report "of certain parts and recommendations" which nevertheless appeared in the provisional report of the CTC, which deplores Daniel Gibbs. The parts on the transfer of powers and on the powers shared with the State were withdrawn, in particular the collection of taxes. However, the Collectivity expected a lot from the publication of these reports, supposed to trigger the constitution of an ad hoc working group, intended to study the re-examination of the compensation not perceived or underestimated during the transfers of skills established between 2007 and 2012. Daniel Gibbs considers that this deletion as well as the objective abandonment of the publication of an exhaustive report by the Court of Auditors on the action of the State services in Saint Martin "deprive the COM of a precious tool to aid decision ". And plans to remind the President of the Republic next September, when he next comes to Saint-Martin.
