The President Daniel Gibbs received, on Wednesday, February 7, Mr. Pascal Hoffmann Director of the Caisse des Dépôts et Consignations (CDC) Antilles-Guyane, and his team. The objective for the community: to attach support to the CDC for the operations of reconstruction of the electrical and telecommunications networks within the framework of civil works following the damage caused by Irma.

During this working meeting, President Gibbs was accompanied by Philippe Mouchard, DGS of the community, Jean-Pierre Razin, Director of digital and audiovisual, Gilles Gumbs, Director of Information Systems and elected official Jean -Sébastien Hamlet, in charge of the development of new technologies.

The CDC aims to support local actors in the implementation of their projects by providing innovative solutions. It is this financial and technical support that the President of the Collectivity wishes to favor on reconstruction projects, in particular the important site of burial of the electrical and telecommunications networks which started last December by the sector of Grand Case and which will require two years of work. The President of the Republic, Emmanuel Macron guaranteed the support of the Caisse des Dépôts et Consignations alongside public establishments and Saint-Martin businesses in the post-cyclonic reconstruction process.

With this in mind, President Gibbs was particularly pleased to receive the Director of the CDC Pascal Hoffmann who again expressed his interest in close collaboration with the Collectivity (see photos).

Hurricane Irma destroyed almost all of the island's networks, demonstrating their inadequacy to cyclonic hazards. The burial works of the aerial networks on the territory of the community were estimated at around 12 million euros.

60km of trenches must be made to accommodate all of the electricity distribution networks and the telecommunications sleeves. Through this partnership, the Collectivity gives itself the possibility of coordinating and mutualizing the burial of networks in order to reduce the impact of construction sites on the environment, improve the organization of works and reduce nuisances. It also aims to encourage the reduction of the investment cost of works for the COM.

For President Gibbs, the support of the CDC is crucial, it can finance certain studies related to reconstruction and pilot civil works.

Concerned about the security of the territory and its inhabitants, the President of the Community and his team have made a firm commitment to build an entirely underground electricity and telecommunications network by 2020. These infrastructures will allow the provision sleeves to all operators in return for the payment of an occupancy fee.
