Pay slip, vaccines, minimum wage, allowances ... What changes on January 1, 2018

Here is an overview of the many changes that will occur in the daily life of the French in 2018.

• Eleven vaccines - against three so far - become compulsory for children born from January 1st.

To the three current compulsory vaccines, are now added whooping cough, measles-mumps-rubella, hepatitis B, Haemophilus influenzae bacteria, pneumococcus and meningococcus C. They will be essential in communities (nursery, school, etc.).

• Car conversion premium

The government offers 1 euros to motorists (000 euros for those not taxable) selling their old car (before 2 for gasoline models, 000 or 1997 for diesel) to buy a new vehicle or a recent used, and up to 2001 euros for the purchase of an electric model, down from the current premium of 2006 euros. A bonus to which is added the aid of 2 euros granted for the purchase of an electric vehicle which is itself renewed. The objective of this "conversion bonus": to remove 500 polluting vehicles from the vehicle fleet in 4.

• Revaluation of the minimum wage

The minimum wage will be increased by 1,24% on January 1, 2018. A Smic employee will receive approximately 20 euros more in January, then an additional 15 euros from October thanks to the mechanical revaluation of the minimum wage and the exemption unemployment and sickness contributions.

All employees will benefit from this abolition of contributions (-3,15%). On the other hand, the CSG will increase by 1,7 points for all French people.

The resource ceilings used to calculate the amount of family allowances and other benefits (family supplement, childcare benefit, back-to-school allowance) are increased by 0,2%.

• Increase in CGS

The general social contribution (CSG) will increase by 1,7 points from the start of the year. An increase which will make it possible to compensate for the abolition of certain employee contributions supposed to restore purchasing power to the working population, while guaranteeing the financing of social protection.

• Termination of employment contract and dismissal

The industrial tribunal compensation has a floor and a compensation ceiling in the event of dismissal without real or serious cause.

This range of compensation is only applicable with regard to the real and serious cause of the dismissal, the system of reparations linked to other claims (except procedural) remaining largely unchanged.

• Establishment of the CSE: Social and Economic Council

The CSE becomes the single representative body for staff representatives in all companies with more than eleven employees. Before January 1, 2020, he will replace the Works Council (CE), staff representatives and the CHSCT (Health, Safety and Working Conditions Committee). A measure which aims to “streamline the exchange of information, rationalize the time of the various elected staff and improve social relations within companies”.

• Generalization of the simplified payslip to all companies

Already compulsory for a year for companies with at least 300 employees, it now extends to all companies.

• The RSI disappears. 

The self-employed will see their social security system gradually integrated into the general system and will benefit from two contribution reductions (-2,15 points on family contributions, and increased exemption from sickness and maternity insurance contributions). For the 6,5 million insured (traders, artisans, liberal professions, micro-entrepreneurs, active as retirees, and their families) almost nothing changes on January 1st. The rules for calculating contributions and benefits are maintained. A “transitional period” of two years is planned to integrate the self-employed into the general scheme.

The reform aims to improve the service rendered to the self-employed who have "lost confidence" in the RSI, handicapped by numerous dysfunctions since a reform dating from 2008.

• The gratification of interns increased

It now stands at 577,50 euros monthly on average, compared to 554,4 euros in 2017. Remember that the training allowance is due as soon as its duration exceeds two consecutive months.

• Increase in the hospital fee

The hospital package increases by two euros to 20 euros per day, an expense covered by complementary health care for those who have it.

• Beginning of the abolition of the housing tax

The change will not really be palpable until the end of 2018, when paying the housing tax, but about 85% of households (the remaining 15% already paying no housing tax) will see this tax will decrease by a third in 2018. It will be further reduced in 2019. Emmanuel Macron confirmed, on Saturday December 30, when signing the last three laws passed in Parliament, including that of the 2018 budget, want to abolish the housing tax for all households in 2020.

To benefit from this reduction, a single person must not exceed the ceiling of 27 euros of reference tax income; 000 euros for a couple without children; 43 euros for a couple with children.

• Rise in stamp prices

The prices of postal services will increase by 4,7% on average in 2018. The priority letter with red stamp will increase on January 1 from 0,85 to 0,95 euro (+ 11,7%), approaching the symbolic threshold of 1 euro. At the end of 2014, the red stamp was still worth 0,66 euro.

The increase in the green stamp, which corresponds to a shipment in 48 hours and represents 60% of ordinary shipments, is barely less significant: its price which will drop from 0,73 to 0,80 euros (+ 9,5%). For parcel shipments for individuals, prices will increase by 1,5%. Or 4,95 euros for a Colissimo France weighing less than 250 g. The cost of a registered letter will increase by 2%.

• Children's programs deprived of advertising

Advertisements become prohibited before, during and after programs intended for children under the age of twelve on public service channels. A measure voted in the name of the fight against childhood obesity.

• Plastic cotton swabs prohibited

As part of the law on biodiversity, adopted in July 2016, the famous cotton swabs will leave the bathrooms. Cotton swabs are indeed in the sad classification of the largest waste found on beaches and in aquatic environments.

• Allowances.

• Civil servants.

The waiting day in the event of sick leave is restored for civil servants.
