According to a 2004 decree, the prefect can set up a center of competence with a view to carrying out long-term actions common to several decentralized State services on the territory.
The objective is, by bringing together services working in a common field, to better coordinate public policies and therefore make them more effective. Representatives of the State have thus set up centers of competence in the areas of road safety, water, nature and noise in the departments.
Less than two months after taking office in Saint-Martin and Saint-Barthélemy, the prefect Vincent Berton wanted to provide the two islands with a center of expertise in the fight against irregular immigration. It assigned three main missions to it: to coordinate the action of all the State services contributing to the fight against illegal immigration, in particular the application of measures for the removal of foreigners in an irregular situation; ensure statistical monitoring, analysis and circulation of information on irregular immigration; draw up a report on the difficulties encountered in the exercise of this mission and make proposals with a view to resolving them.
The action program will be defined by a steering committee chaired by the prefect. This committee will also set the objectives and evaluate the results by meeting at least monthly. The secretariat of the steering committee will be provided by the citizenship and immigration service of the prefecture (foreigners service).
This new center of competence brings together the citizenship and immigration service, the border police (PAF), the gendarmerie company and the external surveillance brigade (customs). The public prosecutor is invited to participate in the meetings and in the steering committee.
