Following the article published in the Faxinfo of January 2, 2019 entitled “Ranch du Galion, 20 horses threatened with euthanasia due to lack of financial support from the State”, the Prefecture wished to exercise its right of reply.
“Following cyclone IRMA, the COD asked the SXM riders association in charge of the Ranch du Galion to stop the wandering of its horses in the Mont Vernon area for reasons in particular of road safety (article R 214-18 of the Rural Code) and following repeated complaints from many property owners. The operation to recover the horses lasted almost a year for various reasons, notably technical.
It turned out that these wandering horses also belonged to other owners, but that for the most part they were not identified or microchipped, contrary to what the Rural and Maritime Fisheries Code provides. Indeed, this identification and registration are compulsory at the owner's expense (article L. 212-9 and D. 212-54 of the Rural Code, ministerial decree of June 25, 2018). The food, agriculture and forest service of the prefecture (SAAF) of Saint Barthélemy and Saint Martin therefore asked the association of SXM riders and these owners to regularize this situation and to proceed with the update of their administrative file vis-à-vis the French Institute of Horse and Riding. What is in progress for the association of the SXM riders in particular by the appointment of a sanitary veterinarian concerning the health and the well being of his horses. In fact, domestic equines must be maintained in a good state of health and maintenance (article 1 of the decree of 25 October 1982) by their owner.
Following commercial agreements and transactions, the SXM riders association is in the process of acquiring these horses from owners, who were rambling. None of these horses have been abandoned by their owners. Following cyclone IRMA, the SAAF of the prefecture, which has become the DAAF territorial unit of Saint Barthélemy and Saint Martin since June 2, 2018, has remained in permanent contact to support the association of SXM riders in the regularization of its administrative file as a center of ownership of horses and to seek financing solutions with it.
Since cyclone IRMA, the association les cavaliers SXM has received aid of thirty thousand (30) euros from the Fondation de France as well as three thousand (000) euros from the delegation to the policy of the city of the prefecture for the '' help in the rehabilitation of its equestrian center and to ensure the good health and well-being of the horses for which it is responsible.
As the SXM riders association project is eligible for the LEADER program (3 euros from the European EAFRD fund, dedicated to projects in the agricultural and livestock sectors), the UT DAAF advised to the association the SXM riders in October 000 to take the link of those responsible for this program at the Collectivity of Saint-Martin. To date, the application for funding of the association SXM riders has not been finalized.
No euthanasia of horses belonging to the SXM riders association is planned to date ”.
