Signature of the Territorial Plan of Training and Vocational Orientation Contract

Tuesday, June 25, was proceeded in the offices of the Collectivity to the signing of the agreement of the Territorial Plan Contract for the Development of Training and Professional Orientation in the presence of the Prefect Sylvie Feucher, the Rector Mostafa Fourar, Michel Vogel representative of FIPCOM and Raphaëlla Jhigail, employee representative (CGTG union).

Developed by the COM within the Employment Training Vocational Orientation Committee (CEFOP), the CRTDFOP defines in the territory:

“- The objectives in the field of the offer of counseling and support in guidance;

- The objectives in terms of initial and continuing vocational training courses (taking into account the new skills needs resulting from the energy and ecological transition);

- For young people, a development plan for initial vocational training, favoring a balanced representation of women and men in each of the sectors, including the initial vocational education cycle provided by artistic education establishments and serving as a regional pattern of social training and health training. This plan includes provisions relating to the accommodation and mobility of these young people, intended to facilitate their training course;

- For adults, vocational training actions aimed at promoting access, retention and return to employment;

- A provisional plan for the development of the territorial public guidance service;

- Priorities relating to information, guidance and validation of acquired experience ”.

"This agreement will act as a common action strategy for the development of training and vocational guidance in the territory of Saint Martin", underlines the president, Daniel Gibbs.

I remind you that this is a legal obligation defined by Law 2014-288 relating to vocational training, employment and social democracy.

The climatic events of September 2017 forced us to postpone the preparation of our Territorial Plan contract at the time, and here we are, finally, reunited to sign an agreement that will benefit all of our fellow citizens.

To give a quick summary of the situation: I would remind you that the 1st Saint Martin Plan Contract was signed on December 11, 2011 for a period of 6 years.

For the preparation of the new 2017-2022 Plan, the Collectivity retained the service provider ECD Antilles. The mission started in July 2017 just after our arrival at the head of the Community. It was interrupted by Irma and work resumed in December 2017 and took place throughout 2018. The final document was presented and validated by the Territorial Council on March 27, 2019.

The purpose of the Territorial Plan for the Development of Vocational Training and Orientation Contract is to analyze medium-term needs in terms of jobs, skills and qualifications and to program vocational training activities for young people and adults , in connection with the economic development of the territory.

I would like to salute the combined efforts of the teams from the Rectorate, the prefecture and the Collectivity to achieve this ambitious tool.

This new contract should help us strengthen the economic fabric, guarantee equal opportunities and meet the expectations of Saint-Martin residents, in particular by offering qualifying and innovative training.

It is in any case a strong and displayed will of the Collectivity to see at work this action plan which in a way resembles a second chance school at the service of our population. Especially when we know the training needs of our citizens.

This is what is at stake in this new strategic document, which is now the responsibility of all of you - I am speaking to the inhabitants of Saint-Martin - to make good use of it and above all to take advantage of the measures that are within your reach by bringing you closer to training organizations, the Pôle Emploi or the Employment, Apprenticeship and Vocational Training Department of the Collectivity ”.
