Signature of the decree implementing the PPRn - Natural Risks Prevention Plan

The revised implementation order for the plan for the Prevention of Natural Risks (PPRn) was signed by the prefect Sylvie Feucher on Tuesday, August 6 in advance, and applies only to new constructions.

Existing constructions remain subject to the application of the 2011 PPRn and to the IRMA desubmersion card brought to the attention of the Community on November 30, 2017, available on the websites of:

The final PPRn will be signed in December 2019 after integrating the comments collected and

proposed by the public inquiry commission. This will start its work very soon on dates which will be the subject of a later communication.

A project that responds to the President of the Republic's desire to strengthen the protection of populations and make the territory more resilient

During his visit to Saint-Martin in September 2018, the President of the Republic expressed himself on the need to reach an approval of the natural risk prevention plan at the end of 2019.

The 2011 PPRn revision responds to the desire to strengthen the protection of populations and make the territory more resilient. This revision is included in the memorandum of understanding signed between the Prime Minister and the President of the Collectivity of Saint-Martin in November 2017.

It is on these bases that the work was carried out with a method and a calendar presented to the President of the Collectivity of Saint-Martin and to all the elected representatives on March 25 and May 6, 2019.

This project was also presented to the population during eight public meetings, four of which were relocated to neighborhoods.

A project which takes into account the realities of the territory and which integrates the work carried out with the Community

The PPRn project incorporates proposals gathered during meetings attended by the Collectivity of Saint-Martin, experts, stakeholders in economic life, architects, building professionals, members of district councils and residents.

Economic interest zones have been created in Marigot, Quartier d'Orléans, Grand Case and Orient Bay at the request of the Collectivity of Saint-Martin to enable the development of activities and the economy.

Early adoption to lift “stays of decision” on new constructions

The Collectivity of Saint-Martin must rely on the revised regulatory zoning plan of the Natural Risk Prevention Plan to issue planning permission for new construction.

The advance application decree will allow individuals and entrepreneurs awaiting decisions to obtain a rapid response from the town planning services of the Community.

A provisional project brought to evolve with the public inquiry

The draft plan remains evolving until its final signature in December 2019. Everyone is invited to express themselves and send their comments to the Prefecture via:

  the hotlines set up by the Prefecture on 05 90 52 30 50, open to all people, individuals and investors, who would need specific explanations about their situation (Wednesday mornings, from 9 a.m. to 12 p.m.)

  the public inquiry: 3 investigative commissioners will come to meet the inhabitants, economic actors and Collectivity of Saint-Martin. They will collect all the remarks.

It is important that everyone is involved in the preparation of this document. The consultation must continue in the interest of the inhabitants and the territory.

Even approved definitively, the plan remains an evolving document which will take into account, over time, all the overall development projects located in areas with high risks and negotiated between the State and the Community.

3WA trains for free

web development and e-tourism professionals

Identifying, training and recruiting more than 120 job seekers, from Saint-Martin, over 3 years in the information and communication technology sector, is part of the objectives of 3W Academy (3WA). Installed recently in Saint-Martin, under the leadership of Jerry Desbonnes, 3WA has been training since last April 20 students in the field of web development and E-tourism.

The 3WA Saint-Martin is using digital technology to train the Saint-Martin population in the professions of the future and thus offers the inhabitants of the Collectivity of Saint-Martin this tool for social inclusion and access to employment. It pursues its objective of developing digital projects to make it a strategic sector on its territory.

A social and solidarity economy company (ESUS approved), 3WA Saint-Martin offers free training in digital jobs "in tension", which allow you to quickly find a job or create your own activity. Completely free, this six-month training is based on an innovative pedagogy based 80% on “learning by doing”, ie practice by projects, “peerprogramming”, or peer programming, in pairs, the projects and on the training situation.

The free and professional training courses are open to all job seekers in Saint-Martin and the French Antilles and do not require any technical prerequisite. Lasting 12 months, these training courses are divided into 2 stages. First of all, 850 hours of intensive courses in web development and tourism and digital marketing, provided by 3WA Saint-Martin and digital marketing and tourism professionals, followed by 6 months of work-study within the network of partner companies. This is the first short training course in E-Tourism and digital marketing in the French West Indies labeled Grande Ecole du Numérique (GEN). 

This training responds to the double ambition of overcoming the growing needs of the job market in digital skills and of promoting the socio-professional integration of overseas populations distant from employment and training. The educational content is created and delivered by experts in the field of tourism and digital technology and can be broken down into 4 axes: web development 40%, digital communication 30%, tourism marketing 20% ​​and digital strategy 10%.

The jobs accessible by the people who will have followed the training are, in particular, Web animator, digital agent, E-commercial and Web commercial, Web product manager and on-line commercial, Web product manager and Web marketer, or even responsible promotion.
