European funds: “Significant delays” in their use in Saint-Martin

The overseas department (DGOM) fears that there will be automatic decommitments because all the funds granted by the European Union are not used in the French overseas departments and territories. One of the reasons for this under-utilization of budgetary envelopes - however substantial -  is according to Etienne Desplanques, deputy director of public policies at the DGOM, is linked to the management of funds. And to recognize: "the projects are difficult to come out for lack of engineering".

In Saint-Martin, the under-use of European funds over the 2014-2020 period is real. “The crisis linked to the passage of Hurricane Irma did not make things easier and forced us to revise the operational program. However, the delays are significant. It should be remembered, however, that this is a small program. As of June 30, 2019, the programming rate was 46% under the ERDF and 65% under the ESF. There is therefore still a major effort to be made because these figures are lower than the average for the ORs ”, notes Etienne Desplanques.

For the 2014-2020 period, the envelope dedicated to economic development (ERDF) that Europe had set for Saint Martin was 38,6 million euros. At the end of last year only 14,43 million were granted, of which 6,7 million to companies. (source: soualigapost.com)
