PPRN: the State speaks of "derogation and exception" for Saint-Martin

Since May 4, the State services have been organizing public meetings in the neighborhoods to present the new "principles" of the revision of the natural risk prevention plan (PPRN).

As and when comments from the public, the State services adapt their vocabulary. In Grand Case and even more in Quartier d'Orléans, the population appeared doubtful about the prefect's announcements, in particular that of being able to rebuild in a very high-risk area. They therefore adopted a new vocabulary in Marigot in the hope of better convincing and gaining the confidence of the population. They thus spoke of "derogation" and "exception" in terms of reconstruction. This is the first time last night that these terms have been used. They were even written in bold in boxes on several documents projected in French and English, documents which have also been revised in form since the first meeting.

If in theory the State must prohibit the reconstruction of a house destroyed by a cyclone which is located in an area at very high risk, in Saint-Martin it will authorize it. "It is a derogation to take into account the specificities" of the territory ". The prefect also assured that "the State will not exercise its right to expropriate" people whose houses have been destroyed and who are located in the dark red zone. It will be "an exception in Saint-Martin".

The next public meeting will be Tuesday at 18 p.m. at Sandy Ground.
