PPRN: from “Orange”, we go to “Red”…

State services which were to present the new zoning of the natural risk prevention plan (PPRN) last week, finally revealed it in a video published at midday yesterday on social networks of the Prefecture.

As had been announced, a new zone was created, that corresponding to the very strong marine submersion hazard. In total there are four zones: blue, orange, red and dark red.

The State services propose in particular to pass red (light and dark) four zones which are in the PPRN of 2011 in orange, it is a part of Nettle Bay, a part of Sandy Ground, of the Grand Case coast and part of the Quartier d'Orléans.

Part of Marigot would also turn orange.

In the red zone, a distinction must be made between light red and dark red; the limit was set according to the impact of the waves and the heights of the water surveyed.

The regulations in light red allow new construction as part of an overall development project, to fill the hollow teeth (but without bedrooms), the construction of port and public infrastructure. Reconstruction of buildings is also authorized there provided that vulnerability is reduced (for example by moving sleeping places above the reference coast). All other new constructions are prohibited. In  however it is forbidden to add bedrooms.

In dark red, only repairs are authorized as well as the only construction of public and port infrastructures.

The services of the Deal note that the club orient can be rebuilt on the condition that the project undergoes a global redevelopment taking into account the very strong constraints.

The nuance between the light red zone and the dark red zone should be noted: in clear reconstruction is authorized and in dark repairs are authorized. In other words, the reconstruction of a house in a dark red zone is prohibited.

Also note that moving the sleeping place upstairs is a recommendation according to the explanations given in the video. It remains to be seen whether the measure will become an obligation and will be included in the final regulations which will be adopted at the end of the year. And if so, how it will apply to a house that has already been repaired in the meantime.

Finally, it is clearly stated that an insurance company will not be able to insure new property / new construction located in the red zone. According to the proposed PPRN revision, only public infrastructure is authorized there.
