PPRN: how have economic issues and risk been crossed?

The first public meeting in the districts on the PPRN organized by the Prefecture took place last Monday at the lycée des Iles du Nord during which explanations were given as to the definition of the new areas.

While the hazard map produced by Cerema from 96 water level readings after Irma showed new risk areas, at least suggested that new areas could be classified in red, in the end, they did not. are not. The main reason being the economic stake, a stake which it is necessary to “cross” with the risk to draw up the plan of prevention of natural risks.

In fact, the community concerted by the State services proposed areas where the strategic economic interest was preponderant, in other words where the constraints had to be reduced to allow future development. These are the main urban and tourist centers: Marigot, Quartier d'Orléans and Orient Bay. This is why, the Deal has placed, for example, the back of the Orient Bay in orange (strong constraints) while the water heights noted are sometimes greater than one meter. On the other hand, other places where more than a meter of water has been recorded have been classified in light red as in Cul de Sac. The coastal strip of Orient Bay remains dark red, however.

Part of downtown Marigot - notably Boulevard de France facing the sea - is in blue (low constraints) while according to the hazard map, the cyclonic hazard is medium. 

Lagoon side still at Marigot (sea inn, Royal marina, shipyard), the area has been classified in orange, including the coastal strip, while further on the lagoon, the perimeter is in red.

In Grand Case only part of the beach has been classified in dark red; the strip comprising the first row of houses is in light red (strong constraints) where reconstruction is authorized on condition that the vulnerability is reduced. Then the back area is blue and white because the risk is considered lower.

For the moment, this is only a zoning project; the revision of the PPRN must come into force at the end of the year. The public will also have the opportunity to give their opinion and consult the documents during the public inquiry which will take place in September-October.
