Policy: Projects not feasible due to lack of competence of the COM

Hope Party presented projects whose realization is not the competence of the COM.

There are projects that the Collectivity can carry out, others not. Not for lack of budget but quite simply because it is not his responsibility. In 2007, the Collectivity inherited certain powers (taxation, town planning, housing, tourism, etc.) and the State retained some, such as health, the environment or justice. This is why the COM will never be able to carry out projects in these areas. Yet the Generation Hope list led by Jules Charville has included some in its program.

Inspired by the Grenelle of domestic violence, Generation Hope wants for example “to set up the great danger telephone system for women victims of domestic violence”. This device called TGD is a national initiative and applied in each territory. The telephone is assigned by the public prosecutor and not by the Collectivity, which can only support the measure. This system is already deployed in Saint-Martin; the territory has had two telephones since June 2021. The beneficiaries are monitored and supported by the Trait d'Union association, which also offers emergency housing for victims of violence.

Another project that Generation Hope will not be able to realize but only support, that of “better equip the public hospital with means” with “a scanner, a laboratory, more beds, human resources, etc.”. All these measures are the responsibility of the State (Regional Health Agency) and not of the Community.

During the presentation of its program, Generation Hope also indicated that it “will rehabilitate the marina of Oyster Pond”, a site completely destroyed by the passage of hurricane Irma. The first difficulty in this project is a question of ownership: the marina is a private site and not a public one. In announcing this project, Generation Hope understands that the marina (infrastructure) is located in the French part; but until then the authorities of Sint Maarten have always claimed and affirmed the opposite. The crossing of the border is still the subject of negotiations between France, the Netherlands, Saint-Martin and Sint Maarten.
