In addition to the work undertaken by the local authorities and the population to prepare and anticipate as much as possible the passage of a possible cyclonic phenomenon, work is also carried out by the community to anticipate post-event management and in particular in terms of cleaning the territory.
As a reminder, following Hurricane IRMA, 50 local businesses were mobilized and 11 waste storage sites were designated. At the end of June 2018, 82 tonnes of waste were removed (including end-of-life vehicles), of which 560 tonnes were used only for the emergency period from September to December 55; this intensive cleaning operation cost the Community € 374 million.
With this experience, the Collectivity has set up a real organization of post-event cleaning:
1. The service providers will be distributed geographically over the territory according to their location and the intervention area attached to them;
2. The territory will be divided into 8 zones for this purpose;
3. Storage areas and waste collection bins will be set up:
- to allow waiting for the effective cleaning and reopening of the landfill and the recycling center
- to allow the various convoys to flow to the landfill
- to allow the population to evacuate their waste
4. The collection and routing of convoys to the landfill will be done Monday to Friday from 07:00 to 14:00 to also allow the landfill agents to sort and avoid overloading the site
5. Under no circumstances will the waiting or unloading of waste be tolerated outside the zones and sites indicated and a team of controllers will be responsible for ensuring the proper functioning
To this end, the Collectivity published on August 24 a public consultation for which the number of beneficiaries is non-limitative.
This consultation concerns waste management services and the transport of people and materials for current situations or exceeding the level of current or post bad weather or natural disasters in the Collectivity of Saint-Martin.
The services planned to be performed within the framework of this contract on the territory of the Collectivity of Saint-Martin consist of:
- collection, clearing, handling, manual or mechanized, transport of objects, waste and rubble of all kinds, including animal corpses and bulky bulky items to the controlled eco-site of Grandes Cayes in Cul-de-Sac or on an unloading site located on the territory of the Collectivity of Saint-Martin, designated for this purpose in the order form
- the transport of people on the territory of the Collectivity of Saint-Martin
- high pressure cleaning of public or private spaces in the community of Saint Martin
- rental of tanks, generators, waste bins and signaling equipment
- shredding of green waste
The service will be adapted to the needs of the Collectivity of Saint-Martin, on its territory, in compliance with the applicable regulations, both on ad hoc requests and on large-scale interventions (intervention exceeding the current level or after cyclone for example).
