It is a center of excellence in research, environment and ecotourism, the main purpose of which will be to improve knowledge of the island's ecosystems. A long-standing project for which a financing agreement had been signed in July 2014 as part of the development contract between the COM and the State and whose inauguration was scheduled for the end of 2017. In January 2019, the institute has still not seen the light of day. “Whatever happens, we will submit our permit application before the month of May so that the COM can examine the file. It is then up to us to find the funding. Nicolas Maslach also recalled the objective of creating, in collaboration with the young people of ACED, a mangrove seedling nursery in order to regenerate the mangroves "thanks to the support of the Rottary Club of Saint-Martin Nord". He also presented a new recruit, in charge of a scientific project for the restoration of two species of groupers. He also assured that the classic missions of the Reserve would continue and declared that he wanted to sensitize the justice services on the problem of the deposit of waste in natural areas, so that the penalties are heavier.
