It is with “a very clear roadmap” that Christiane Ayache was recruited in September 2019 to the post of Director General of Services (DGS) of the Collectivity.
In other words, Madame Ayache was selected to restore order within the COM and ensure that the COM (now) functions properly.
"This administration had not changed since 2007 ... However, it has garnered enormous skills ... The revealer was Irma who reinforced what was the end of a system", she conceives during a press conference held Tuesday morning to present his work. “The administration was sick,” she adds.
And to try to cure it, Christiane Ayache initially wanted to “assimilate, understand and surround oneself” before suggesting a new organization.
"In June 2019, an organization chart was presented but it was not concerted", she comments.
So not good. “In January 2020, we organized a seminar. It was the first time that a seminar was organized. We had an exchange with 31 directors ”, explains the one whose objective is to“ consider production ”in order to motivate the agents.
On his arrival, the DGS also noted that no job description existed, that no professional interview was held, that the agents who worked well were not rewarded which created a feeling of injustice, that 'no joint committee had met since 2017, etc. The list of breaches was long.
Another observation is that of the lack of public service culture. “Working in the community is not additional remuneration. We come here to produce, to give, to give back ”, conceives the DGS. “Being a COM agent is rendering a public service, and that is not yet part of the culture,” she underlines. “I am not competent because I am… No. We have to show it and prove that we deserve this position, ”she wants to be admitted.
From all of these observations, Christiane Ayache has built "a new base", proposed a "new architecture" based in particular on a new organization chart, the appointment of new deputy general managers and new working methods. "Agents who work well will be rewarded, those who work a little less well will be helped to progress and work well, those who do not work well, measures will be taken against them," she announces.
Because this work was carried out "in dialogue and with the unions", the DGS is confident in its effectiveness. But she admits that it will take several years, even a decade, for this new plan to bear fruit.
