The COM indeed ensures the police of funerals and cemeteries, that is to say that it manages the burials and exhumations and the maintenance of cemeteries (four sites are made available for this purpose). However, the COM faces several problems.
The first is the absence of a specific service dedicated to funeral matters and of an internal procedure indicating operation; cemeteries are managed by the legal affairs department. This lack of operation has consequences.
The cemeteries are open seven days a week, day and night, because there is no one to close them and enforce the territorial decree relating to opening hours. In addition, the COM is currently not in a position to know the number of occupied and remaining places in cemeteries and to estimate capacities and needs according to demographic evolution. There is no record of people who were buried before 2014, so it is difficult to identify all the vaults, especially those that are in a state of neglect.
The Collectivity thus decided to structure a funeral service and optimize the management of cemeteries. For this, she wishes to be accompanied by a consultant, she launched a notice of call for competition accordingly. The successful candidate will have to establish an overall diagnosis of the situation, a projection of the remaining places over the horizon of 5, 10 and 20 years and propose an action plan to address the gaps.
