"Modernizing the territorial administration by operating a digital transformation and dematerializing official documents, in order to better serve citizens, reduce expenses and simplify administrative operations in several fields of competence", was one of the commitments of the majority .

Thus, the community acts on several levels: the modernization of public administration, the digitization of schools, the digital simplification for the socio-professionals of the territory and a digital service for citizens, "she explains in a press release from hurry.

The Collectivity is committed with its operators Dauphin Telecom, Orange Caribbean, MSR, THDTEL, Canal +, "to provide very high speed internet access deployed throughout the territory and to modernize its administration thanks to the technological support of a IT service provider, Computech ”.

At the end of these major works which will be spread over two years, Saint-Martin will become the first overseas territory entirely equipped with optical fiber.

At the same time, the Collectivité of Saint-Martin “is gradually improving services to citizens. Access to information is privileged, in particular through the new My Saint-Martin mobile application, its website and its Facebook page ”.

The dematerialization of services to the population is underway with online services such as the procedures for obtaining civil status documents (the online request on the website makes it possible to speed up the processing of requests), school registrations and subscription to the territorial scholarship, thanks to a specially dedicated platform on the Community's website.

E-governance: a priority!

Henceforth, the Territorial Councils are entirely dematerialized.

The president Daniel Gibbs, and the councilor Jean-Sébastien Hamlet who is in charge of the implementation of e-governance within the community, are aware "of the challenges of dematerialization which facilitates the work of elected officials and territorial technicians and limits the consumption of paper and therefore the damage to the environment ”.

As Jean-Sébastien Hamlet reminds us, “e-governance is a priority that not only improves the organization of services and their productivity, but also transparency because everyone has access to the same level of information. "

“In fact, internal communication is all the more effective thanks to the collaborative tools that are gradually being deployed. Access to information for Community services is also simplified and centralized on secure and organized intranet spaces. The ultimate objective is to standardize administrative procedures through generic, shared and reusable digital services, based on approved technical standards and specifications, to reduce their development costs, shorten their deployment times and increase interoperability ”, indicates the COM.

All of these data are thus a think tank which enables the services of the Collectivity to establish statistics while respecting the regulations on data protection (RGPD) and to set up a cooperative policy which targets the needs of citizens and specifies the action accordingly.

For President Gibbs, “today it is essential to be part of a process of simplifying access to information for all. Technology is a transversal driving force which plays an essential role in all branches of governance. ”
