Optical fiber: Creation of a "Tintamarre" company to finance civil engineering

Civil engineering linked to the deployment of optical fiber on the territory represents a cost between 10 and 11 million euros. Due to lack of financial resources, the COM gave up carrying out the work alone. Two options were therefore presented: either the civil engineering works are carried out by the private operators themselves, or they are carried out by an ad hoc company whose object will be the construction, financing and operation of these networks.

The choice of the majority of elected officials fell on the second option. "It's the only way to master our digital networks," agrees President Daniel Gibbs. "The network will indirectly belong to the COM" confirmed the Caisse des Dépôts et consignations (CDC), a financial partner. This is how the Tintamarre project, a simplified joint stock company (SAS), was born. The SAS will have three shareholders: the COM up to 40%, the CDC up to 40% and operators up to 20%. The CDC, which participated in the drafting of the articles of association and in defining the object of the company, proposed to all of the digital operators present in Saint-Martin to take a stake. Orange and THD Tel declined the proposal, Dauphin accepted it as well as MSR but later. A draft statutes has been drafted and this document was presented this morning to the elected representatives of the territorial council meeting in plenary session.  Six months after its creation, Tintamarre must have a capital of 600 euros: 000 contributed by the COM, 240 by the CDC and 000 by the operators.
