Territorial elections: Continuation of candidates' answers to questions from socio-professionals

Let's go back to the Meeting of Entrepreneurs organized by La Fédération Medef Fipcom St Martin and moderated by Sandrine Jabouley Delahaye and Fancesca Hunt last Wednesday at Maison Gumbs. The condensed answers of the candidates for the territorial election here concern security, economic recovery and regional planning. The response time was five minutes per candidate or running mate. 

 

What security policy could be put in place in order, on the one hand, to protect citizens and, on the other hand, to promote the economic recovery of the territory: attractiveness of investors, tourists, etc.?

• Jules Charvilles – Romeo Piper (Generation Hope)

“We will put in place video surveillance and the deployment of territorial police forces in order to optimize the safety of citizens, particularly around schools and the city center with a dissuasive presence. We are also studying the construction of a super-moto track in order to dedicate a secure space away from residential areas to the practice of this sport, which is popular with many of our young people. We will work in partnership with associations and other competent authorities to make an animal shelter a reality. » 

• Jacques Hamlet – Rosette Gumbs Lake (Saint-Martin with you)

“Insecurity has become a major problem in Saint Martin. The numbers speak for themselves. The causes are now known and deserve to be more seriously considered. It is the youth who are the main concern. To fight against insecurity, we must play on two aspects: prevention, it is a question of acting on the causes by promoting the integration of young people by developing civic education, and we must revitalize the local security council prevention of delinquency of Saint Martin so that it fully plays its role here. »

• Valérie Damaseau – Jean-Raymond Benjamin (Alternative 2022)

“For the citizens, we must admit that it is good to live in Saint Martin. In terms of weakness, even if we do not register serious crimes, we often have minor crimes, by period, thefts of cars or purses. In terms of opportunity, it is important to reinstall video surveillance and efficient lighting with reinforcement in tourist areas. With the establishment of guides, what I call the 'security patrol', with civic services during the high season, identifiable with a specific uniform "Ask me about SXM". »

“It is a competence that falls to the national gendarmerie but as president of the community, I have always worked for a reinforced partnership with justice and the gendarmerie in this context. Video surveillance is obviously important, I remind you that we had 120 markets that were canceled and that had to be resumed. CCTV was one and will soon be a reality. Ditto for the lighting, which is part of the work that has been carried out since 2017 with the network's landfill policy and this will be completed by the end of the year. »

• Yawo Nyuadzi – Sabrina Rivere (Avenir Saint-Martin)

“Security contributes to the harmony between us and living together. In this regard, our objectives are clear, we must prevent delinquency, in particular fight against dropping out of school, strengthen the identification of intra-family violence. Yes, more cameras and light poles need to be installed. We must work together around a logic of security and complementary prevention. Mediation in the streets, near schools, banks and shops. With zero tolerance and systematic support through education and remedial measures. »

• Louis Mussington – Alain Richardson (Saint-Martinois Rally)

“The issue of economic recovery and insecurity requires management of the housing issue. You should know that many families are in poverty and social despair. Housing is a competence of the community, we will approach the various agencies that exist in the various ministries to create a local housing plan (PLH), and in partnership with the state, we will be able to intervene in the renovation of unsanitary housing and damaged roofs. For security, we must strengthen cooperation between the territorial police and the gendarmerie. » 

 

What is your vision in terms of land use/sanitation and in particular your strategy with regard to dilapidated buildings, cleaning the island, lighting areas in all districts, etc.?

“In terms of urban areas, digitalization of the public transport network, setting up of online ticketing and a better transport offer, namely that today there is no transport that goes directly to Colombier, Orient Bay, Terres Basses, even Oyster Pond. The establishment of a maritime shuttle with the development of mini-activity zones at the piers. Launch of calls for projects for the circular economy for better waste management. Installation of two additional recycling centers. »

“We want to develop an authentic Saint Martin housing policy. The implementation by 2023 of the PLH (local housing program) should provide for this. Regarding waste, I remind you that on July 1st we unanimously voted for the territorial waste prevention and management plan, we will finalize this plan in the coming months. For the lighting, we must go further, in 2022 and 2023, more than 5.100.000 euros are programmed so that the lighting of the zones in all the districts is finalized. »

“We need to enhance the economic heart in relation to tourist activity. There cannot be economic prosperity if we have areas of insalubrity. You have to teach on the ground, discuss with people to find solutions. You need a real political will concerning certain districts, it's long but you have to take the time to do it. District by district. Alternatives must be offered. » 

• Louis Mussington – Alain Richardson

“Territorial planning is linked to digital planning. The question of optical fiber will be almost behind us, so we are able to create "Smart SXM", a connected island so that there is no longer a digital divide. In terms of road infrastructure, the La Savane / Friar's Bay / La Savane / Agrément roundabout diversion, which was initiated during the previous term of office and will be put back on the agenda. The waste removal tax will be reformed in particular by the creation of a multifaceted Green Tax. »

“We need to deal with sanitation and cleanliness in a sustainable way. We will negotiate with the Dutch side an optimal territorial plan for the treatment of industrial and sanitary waste. We will promote the installation of an incinerator for dead animals, away from homes. Sustainable public lighting, in partnership with the state and EDF to reduce the carbon footprint and the weight of energy in the community budget. Renewable energy devices. Renovation and development of the Pinel pier. » 

• Jacques Hamlet – Rosette Gumbs Lake

“We have opted for sustainable development, therefore for the protection of natural sites and the enhancement of nature. This requires a more rational organization of services, civic education. To facilitate these tasks, we propose that the possibility of several municipalities, municipal strata, be studied. The municipal level is the most suitable for waste management. We will launch a study by experts on the use of Saint Martin. We will ask the population to decide by referendum on this new organization. »
