The Collectivity of Saint-Martin is proposing an amendment to the town planning code to simplify the procedures for amending the town planning document and the POS provisionally kept in force.

If the Land Use Plan applies in the absence of a PLU, the territorial council has decided to provide Saint Martin with a real document adapted to the territory in order to face current and future challenges: the Plan d ' planning and development of Saint-Martin / Saint-Martin's Urban Plan (PADSM).

By this modification, the Collectivity wished to set up an original tool in Saint-Martin, in accordance with its powers conferred on it by organic law.

The PADSM will be based on a territorial project, planning the development of Saint-Martin for the next few years. Particular attention will be paid to the organization of space in the main "villages" of Saint-Martin by introducing to the composition of the PADSM the development of development plans for Sandy-Ground, Marigot, Grand-Case and Quartier of Orleans.

Furthermore, it is proposed to amend the Saint-Martin town planning code in order to simplify the modification of town planning documents. Thus, the urban planning documents will be subject to modification, and no longer to revision, provided that the territorial project is not modified. The modification of the Saint Martin Development and Development Plan (Saint-Martin's Urban Plan) is initiated on the initiative of the President and must be subject to public consultation either by simple provision or by public inquiry when the modification relates to a reduction in building rights or the reduction of an urban area.

The consultation is open until January 30, 2018.
