Coronavirus: Premiums ranging from 500 to 1.500 euros for caregivers, the most modest households will receive at least 150 euros

The government presented this Wednesday, April 15 its amending finance bill number 2, at the end of the Council of Ministers. This text brings the emergency plan to 110 billion euros, against 45 previously. In this plan, 24 billion euros for the financing of partial unemployment.

The executive also detailed the amounts of bonuses that will be paid to hospital caregivers, as well as to the most modest families. Caregivers in hospitals will receive 500 to 1.500 euros in premiums, and families benefiting from RSA 150 euros per household, plus 100 euros per child.

Extended solidarity fund

The solidarity fund for small entrepreneurs (less than 10 employees) is increased to 7 billion euros and the eligibility conditions extended. Farmers in groups, companies undergoing recovery, or even collaborating spouses will now be eligible. In addition, the maximum aid is increased to 5.000 euros against 2.000 euros previously, for entrepreneurs in greatest difficulty. Finally, the reference point will no longer be March 2019, but the last 12 months, for the calculation of the loss of turnover giving access or not to this solidarity fund. “To date, 917.800 entrepreneurs have called on this fund,” Gérald Darmanin said on Wednesday.

20 billion for strategic companies

Concerning strategic and weakened companies, Bruno Le Maire indicated that the special allocation account of the State participation agency had been endowed with 20 billion euros to provide capital to these companies.

An economic development fund has also been endowed with one billion euros, to support medium-sized businesses. For SMEs unable to contract a guaranteed loan, the State has released 500 million euros to grant a “repayable advance” to companies needing cash to revive their activity. “This is an emergency plan and not a recovery plan,” said Gerald Darmanin.

In addition, 8 billion euros were made available for “unforeseen” expenses of the health system.

Premiums for caregivers and state officials

Hospital civil servants, strongly mobilized in the fight against the epidemic again coronavirus in France, will benefit from tax-exempt bonuses and exempt from social contributions of 500 or 1.500 euros depending on the intensity of the epidemic outbreak they had to face, also announced Wednesday the Prime Minister, Edouard Philippe.

“We will pay (...) a premium free of any tax or social levy, that is to say net of everything, of 1.500 euros to all the staff who manage the Covid-19 crisis in the hospitals of the most affected departments as well as to the staff of the services having received Covid patients in the least affected departments ”, clarified Edouard Philippe during the report of the Council of Ministers.

In other departments less affected by the epidemic, other health personnel will receive a bonus of 500 euros, added the head of government, after the Council of Ministers, specifying that these bonuses will be “net of everything”, that is to say exempt from charges and taxes. Finally, a bonus will be discussed, especially with communities, for all medico-social personnel, especially in nursing homes, said the Minister of Health.

Overtime will also be increased by 50%. “On average, this increase represents 600 euros for hospital services, all professions combined, in an area of ​​active circulation of the virus”, specified the Minister of Health Olivier Véran.

For State officials, a maximum tax-free bonus of 1.000 euros, adjustable according to working time will be paid; the employers of the territorial public service will also be able to pay this bonus of 1.000 euros, under the same conditions.

Direct aid for 4 million precarious households

Finally, as announced Monday by Emmanuel Macron, direct financial assistance will be paid to the most disadvantaged households: 150 euros for recipients of RSA or ASS (specific solidarity allowance for unemployed people at the end of their rights), plus 100 euros per child. Beneficiaries of housing aid who are not eligible for RSA or ASS will also benefit from a 100 euros premium per child. “In total, more than 4 million households will benefit from these bonuses,” said Edouard Philippe, for an average amount estimated at 900 million euros. This assistance will be paid automatically by May 15, without any action to be taken.
