The COM announces that it will file the building permit in May for the start of work in the first quarter of 2022 and delivery at the start of the 2023 school year.

In order to relieve congestion in the school city which had to accommodate students and education staff from Soualiga college since its destruction by hurricane Irma, the construction of a 900 college was decided. The construction project for this establishment, the estimated budget of which amounts to 22, is progressing.

The financial allocations are allocated and are distributed as follows between the State and the COM: MEN / MOM 15 million euros, FEI 3 million (for its paracyclonic vocation), React EU Vert 1 (because solar panels on the roof) and 430 euros of the Collective's own funds.

"The permit will be filed in May for the start of work in the first quarter of 2022 and delivery at the start of the 2023 school year" announced during the territorial council on Wednesday March 31, Jean-Sébastien Roca of AFD (Agence development) in charge, since September 2018, of supporting the COM in the reconstruction of schools and now in new investments.

The architectural firm IDP Antilles won the contract. The jury was particularly seduced by the use of local stones highlighted in their project. In addition to classrooms for general education, buildings dedicated to specific education, a refectory, interior courtyards and official accommodation, the infrastructure will include a gymnasium. All on the AR 130 plot located in La Savane, which covers 32 m² and will also house the nautical center - meanwhile still in the allocation phase.

“Initially, we planned to pool infrastructure with the future sports center,” explained Jean-Sébastien Roca. At the time, this sports palace project was more advanced. As it has not yet been launched yet and following consultation with the teachers who deplored their lack of resources, it was decided to build a gymnasium rather than a sports platform for college 900.

But building this roof leads to exceeding the currently permitted heights, which are six meters. “We saw during the development of this program how restrictive it was to have these height restrictions. We do not have the space to pass all our necessary networks, pipes and ventilation ”specified Jean-Sébastien Roca, who thus referred to the proposed deliberation to modify the POS only for public buildings. And to argue: "this would optimize the resources at our disposal and would not impact the general environment of the island".

After Jean-Raymond Benjamin, rapporteur of the town planning commission, indicated that the latter had given a favorable opinion, the president of the COM submitted to a vote the project of "launching a procedure for modifying the UG zone of the plan of land use (POS) of the COM ”pending the completion of the development of the Saint-Martin Land Use and Development Plan, and to promote the emergence of public projects. Deliberation which was adopted unanimously today by the members of the territorial council.
