Over-indebtedness: 17 Saint-Martin files filed in 2023

The Institute of Issue of Overseas Departments (IEDOM), like the Banque de France in France, carries out missions of general interest in the overseas territories which have been entrusted to it by the State, including in particular that of ensuring the secretariat of the over-indebtedness commissions.

The IEDOM carries out this activity under the same conditions as the Banque de France, using an identical legal and operational system. Gathered at the prefecture this Monday, March 11, Vincent Berton, delegated prefect of the Northern Islands, and Thierry Beltrand, director of IEDOM, held, through the presentation of figures relating to the evolution of over-indebtedness in Saint-Martin , make this system known to the population: “Solutions exist to manage debts and avoid the spiral of debt for families,” explained Vincent Berton. As a reminder, the IEDOM Reception and Information Office (BAI), made available by the Community in its annexed premises in Marigot, reopened in June 2022 after 2 years of closure (Covid-19) and welcomes the public every first Friday of each month, from 9:30 a.m. to 12:30 p.m. and from 14 p.m. to 15 p.m. In existence since 1989, the system is supervised by the departmental over-indebtedness commission, made up of 8 members, which meets every month under the aegis of the prefect of Guadeloupe: “the IEDOM provides the secretariat, we process and present the files to the Guadeloupe commission which also covers Saint-Martin and Saint-Barthélemy” declared Thierry Beltrand. In Saint-Martin, 17 over-indebtedness files were filed in 2023, an increase of 31% compared to 2022 which included 13 files compared to less than 5 files in 2019 (DOM +13% with 537 files filed in Guadeloupe, France + 8%). In 2023, the debt contracted by all Saint-Martin households who have filed an overindebtedness file stands at nearly 430.000 euros (59% consumer debts, 38% current charges debts and other debts, 3 % other bank debts, 0% real estate debts). The median debt excluding real estate of over-indebted households in Saint-Martin reaches 24.060 euros (compared to 17.632 euros in the overseas departments and 16.898 euros in mainland France). In terms of profile, as in all DCOMs, the vast majority of Saint-Martin over-indebted people are women (60%), most often alone and with child(ren) (29% of the total over-indebted people), and 67% have over 45 years old. More than elsewhere, those in Saint-Martin who are over-indebted present a very precarious situation: 64% of them have incomes below €1.020, 93% have no assets and 64% have no ability to repay. In addition, they are unemployed or not working in 60% of cases, and 29% are accommodated or occupied free of charge. Of all the files processed in 2023 by the over-indebtedness commission, 36% benefited from a rescheduling or partial cancellation of debts, 64% benefited from total cancellation of debts (and are now included in the file national level of incidents of repayment of loans to individuals, consultable by banks) and 100% of the files were admissible. _VX
