PREFECTURE PRESS RELEASE: Fight against substandard housing in Saint-Barthélemy

On December 22, 2023, the first steering committee relating to the launch of the center for the fight against substandard housing (PTLHI) in Saint-Barthélemy was held. Indeed, in Saint-Barthélemy there are persistent situations of poor housing (indecency of housing, degraded buildings, slumlords, over-occupancy, etc.).

These findings today relate to substandard housing for which the State and the Community of Saint Barthélemy have shared skills. The concept of unfit housing covers all situations of occupied housing presenting a risk to the health and/or safety of occupants and/or third parties.

Substandard housing covers very varied situations:

• the malfunction or lack of maintenance of common equipment in collective buildings and the lack of security of ERPs

• failure to comply with the rules of health and hygiene defined in the departmental health regulations of Guadeloupe

• unsanitary conditions (housing and buildings presenting significant risks to the health of occupants or third parties, in particular premises unfit for habitation and premises which are clearly over-occupied)

• the danger of buildings (lack of solidity)

The actions of the PTLHI of Saint-Barthélemy aim in particular:

• the identification and creation of a single place for recording unfit housing situations;

• offering an operational tool for dealing with unfit housing situations;

• raising awareness and involving stakeholders;

• prevention and information to avoid situations of unfit housing, the development and dissemination of thematic fact sheets, advice, and the implementation of repressive measures.

The DEAL territorial unit, PTLHI counter in Saint-Barthélemy, is the single place for recording unfit housing situations. A system for reporting a situation of poor housing has been created in order to describe the dysfunctions encountered.
