Social / Personal service reform for vulnerable groups

Saint Martin has twelve associations specializing in personal service. Six of them target a fragile audience (people with disabilities, people over 60 and children under 3) and have so far had to hold compulsory quality approval. Law n ° 2015-1776 of December 28, 2015 relating to the adaptation of society to aging (OJ of December 29, 2015) abolished the approval regime for assistance activities for the elderly and the disabled in provider mode. These activities have since come under the authorization system, which is the responsibility of departmental councils. If up to now the approvals were issued by the prefecture services, the authorizations will now be issued by the COM. A distinction should therefore be made between associations carrying out a declared activity (for the general public) and associations carrying out an authorized activity (fragile public).
