Only the CP, CE1 and CM2 classes will reopen in Saint-Martin, in optimal sanitary conditions, on Monday May 18, 2020

The President of the Collectivity of Saint-Martin Daniel Gibbs had made a commitment: no school in Saint-Martin would reopen its doors without the guarantee of sanitary conditions capable of protecting students and staff.

 Also, following the tripartite working meetings on the reopening of schools in Saint-Martin, which have been held for the past two weeks between the Collectivity, the Rectorate and the Prefecture of Saint-Martin Saint-Barthélemy, the decision has been made to '' only authorize the opening of classes of CP, double classes of CP / CE1 and CM2 in all primary schools of Saint Martin, from May 18.

 

This joint decision comes after the meeting of this Thursday 07 May between Madame Préfète Sylvie Feucher and her services, Mr. Rector of Guadeloupe Mostafa Fourar and his services, Mr. Vice-Rector Michel Sanz, Mr. IEN Dominique Boyer, Mr. Climent -Pons of National Education, Mr. President of the Community, Daniel Gibbs, his Vice-President Annick Pétrus and the services of the Community and the CTOS.

 

The President of the Community, with his team, took into account the disturbing statistics provided by the National Education on the pedagogical emergencies of students of CP / CE1 and CM2, pivotal classes in terms of learning to read and calculate , and preparation for the start of the new school year for CM2 children.

In fact, 80% of Saint-Martin schools fall under priority education and the social circumstances which affected Saint-Martin during the school year were not conducive to learning to read for CP and CE1. Given the stakes for these levels of education, it was decided to allow them to join the school benches, as of Monday, May 18.

The President hoped that all primary schools could benefit from the same reopening process. The 8 primary schools will therefore reopen at the same time, Monday, May 18.

 

The Collectivity launched repair works in all the schools of 1er degree concerned. These works are in progress and relate mainly to the rehabilitation of electricity networks in buildings and ventilation and plumbing networks in sanitary facilities. They will be completed by the end of this week.

In order to ensure perfect hygiene in the classes, the Collectivity has launched a public market for the disinfection of schools. All classrooms will be disinfected during the week of May 11; this operation will be repeated as many times as necessary. Due to the very low number of school transport registrations, this service will not be activated.

Parents of these 3 education levels, exclusively, will have an additional right to enroll their children until May 22, 2020. Requests to return to class after this date will be studied by the inspector of 1erdegree in connection with the Collectivity of Saint-Martin and returns to class will be effective from June 2, 2020.

 

The class timetables decided by the National Education are as follows : students from CP, CE1 and CM2 will have lessons from 8:00 to 12:45, Monday to Friday (Wednesday included).

The reception of children will be staggered from 8h to 8h30. The class day will be continuous. Teachers will participate in the children's lunch.

CTOS will take care of the production and delivery of hot meals every day from 11:00 a.m. The CTOS agents will prepare the meals in the canteens, the meals will be taken by the teachers and the children of each class, respecting the rules of distancing, barrier gestures and in small groups. In order to avoid a concentration of students and any health risk, a clockwise rotation in each of the canteens may be implemented. The rector specifies that the teachers will carry out this educational support work on their regulatory service obligations.

Aware of the immense socio-economic difficulties experienced by families, given the need to limit health risks and contribute to the psycho-emotional recovery of children after this long period of confinement at home, the President of Saint-Martin decided to grant free school meals for all until the end of the school year. The children of Saint-Martin will thus be treated on an equal footing.

This exceptional measure linked to the crisis is likely to calm the relationships between the students during the lunch break and before the resumption of the last educational sequence of the day and the return home.

According to forecasts, 500 students are potentially affected by this recovery, at the rate of 12 students per class in the 50m2 rooms and 10 students per class in the 45m2 rooms. According to national guidelines, the wearing of a mask is compulsory for teachers and supervisory staff, not for pupils.

 

President Daniel Gibbs and his executive insisted throughout the discussions on their desire to take no risk for the students and to ensure that the strictest health and safety measures will be applied as part of the reopening schools.

 

On this point, in addition to the work, the Collectivity of Saint-Martin is responsible for equipping its staff with protective equipment and establishments with liquid soap. Rector Mostafa Fourar said that he had ordered masks for National Education staff. Madame Préfète Sylvie Feucher confirmed the availability of masks in sufficient quantity for teachers and school supervisors, thanks to the system launched jointly by the Collectivity, the Préfecture and Fondation de France for the production of washable fabric masks by the dressmakers of the Isle.

 

As barrier gestures are much more difficult to apply for very young children, the community has indicated that it will not be able to open nursery schools in satisfactory health security conditions before the start of the September school year. The rectorate specifies that the resumption of face-to-face teaching, exclusively for pupils of 6rd and 5th, is the subject of studies and analyzes which are not complete. Final information will be sent to parents in the coming days. The schools remain closed for the time being.

 

The Delegate Prefect, the President of the Collectivity and the Rector make every effort with their teams, so that hygiene measures are optimal. This shared decision to reopen, by level of education, elementary schools meets the specific educational needs of the children of Saint-Martin. The Collectivity of Saint-Martin presented its system today to teachers 'unions and local staff, as well as to parents' associations.
