SEGUR DE LA SANTE: The ARS, after consultation with the Regional Health Investment Committee, retains its first projects and priorities in Guadeloupe and the Northern Islands

Since the implementation of the SEGUR measures, the ARS has organized consultation around the envelope of 98 million which has been allocated to it for the financing of health investment projects over the next 10 years (excluding digital projects and day-to-day).

During the second session of the Regional Health Investments Committee which met on January 26, 16 real estate operations have already been scheduled for our territories. 

These concern the following establishments and types of work: For Guadeloupe and the Southern Islands:

• the CH Sainte-Marie in Marie-Galante (cyclonic comfort, heavy maintenance, construction of a consultation house)

• the CHUG (increase in the hurricane resilience of the new CHUG, heavy maintenance of the logistics centre)

• the EPSM, (complex patient call system requiring major development work)

• the CHBT = Extension of the technical platform (construction of new operating blocks then restructuring of the old blocks, seismic strengthening, conversion of the former medical building into a logistics building)

• Capesterre Belle Eau CH (increase in the hospital's hurricane resilience)

• CH Maurice Selbonne in Bouillante (construction of a day hospital for obese children, redevelopment of a therapeutic apartment and replacement of boilers to save energy

 

For the Northern Islands:

• the CH Louis Constant Flemming in Saint-Martin (restructuring of emergencies and critical care, internalization of a laboratory and an imaging department and construction of a reception and consultation building)

• CH De Bruyn in Saint-Barthélemy (redevelopment and extension of the hospital)

The amount of these investments amounts to €83, of which 264%, i.e. €500, will be covered by REACT-UE credits (managed by the Region for Guadeloupe and the Collectivity for Saint-Martin and the Earthquake Plan West Indies).

Other very important projects are still under study and should also be the subject of support over this period, in particular for private clinics for which files have been specified recently. They will be prioritized in view of the analysis of the seismic and hurricane vulnerability audit report of health establishments, the receipt of which is scheduled for the end of February 2022. It should be remembered that the increase in seismic resilience and hurricanes in the healthcare real estate stock is one of the priority challenges of our regional healthcare strategy.

In the medico-social field, the Ségur component concerns the sector of the elderly. €4 of investment has been granted for the year 476.

The first programming of the Assistance Plan for Medico-Social Investment (PAI) made it possible to select 17 projects for 11 establishments (10 EHPAD and 1 CAJ). This corresponds to a first tranche which will be supplemented by two others in 2023 and then in 2024.
