RICHTER Civil Security (March 21 to 24, 2017): A life-size exercise organized in Saint-Martin!

The Richter civil security exercise will take place in Saint-Martin from March 21 to 24, 2017 with, in particular, the evacuation of the Nina Duverly school and the Collège de Quartier d'Orléans, Tuesday, March 21, at 10 a.m.

The earthquake selected for the scenario of exercise RICHTER will approach the historic earthquake which devastated Guadeloupe as well as many other islands in the north of the arch of the Lesser Antilles, on February 8, 1843. This earthquake will be followed by a tsunami.

This exercise is the most important ever organized in the region, and will activate the emergency and civil protection services of the French, British and Dutch territories of the Antilles, as well as of various countries of the Caribbean.

Several European partners such as Spain, Belgium and Luxembourg will also take advantage of this exercise to test their projection capacities of detachments and civil protection modules from Europe, in particular by plane. This exercise in European and international solidarity therefore aims to test the operational, organizational and command chains of several countries, here and in Europe.

In Saint-Martin, the Richter exercise will aim to improve the operational reaction means (personal assistance, management of public order, etc.) and damage assessment, the response of health teams in the face of particularly serious situations affecting care and rescue infrastructures, as well as the management of oil pollution. Many means, materials (plane, boat) and human (firefighters, soldiers…) will be deployed on Saint-Martin during the 4 days of this exercise. Tuesday, March 21, around 10 a.m., the Nina Duverly school in Marigot, and the college in Quartier d'Orléans will be evacuated. Extreme caution is recommended for motorists and other road users. _AF

In Saint-Martin:

• 1 tactical command post, armed by the 33rd RIMa

• 1 logistics support module, armed by the 33rd RIMa

• 1 military medical structure deployed, armed by the joint medical center (CMIA)

• 1 combat section armed by the 33rd RIMa to arm

• 1 light intervention module (MIL) and 2 reconnaissance and intelligence teams (ERR)

• 1 light intervention section of the RSMA-M under the orders of the 33rd RIMa 4 light all-terrain vehicles P4, 1 tactical vehicle GBC 180, 4 tactical transport trucks TRM 2000

• 1 section clearing and evacuation of RSMA

• 2 RSMA liaison officers
