RSA: the reform is underway

Last week, the government adopted an amendment empowering our Community to adapt the legal provisions of the active solidarity income (RSA), following the request of the Territorial Council of June 26, 2014. 

The adoption of this amendment was part of the second reading in the National Assembly of the bill relating to the modernization of overseas law. For a period of two years, the Collectivity is therefore authorized to take the necessary measures to adapt the RSA system to the realities of the territory. The deputy Daniel Gibbs intervened in session, and notably returned to the deliberation of June 26, 2014 taken by the Territorial Council on which he abstained during the vote. He thus specified that “the RSA represents a fundamental problem in Saint-Martin. There is no question of denying it: the expenses are exponential and literally weigh down the budget of the Collectivity ”. Mr. Gibbs explained that he abstained at the time, because behind this request for authorization, “hide political desiderata” qualified as “hazardous”. “When I read that this authorization, granted for two years, would make it possible to act on the conditions of access to the RSA, its payment methods and its amount, I cannot help seeing downstream, the administrative“ hacks ”that the team in place will not fail to try ”emphasized Daniel Gibbs.
