Shortened meeting between the prefect, the collective and elected officials

As agreed Monday afternoon with elected officials, the prefect invited the collective to a new negotiation meeting on Wednesday morning. The original schedule was 10 a.m. but has been shifted by one hour. At 11 a.m., Daniel Gibbs, Annick Petrus, Yawo Nyuiadzi, Sofia Carti, Marie-Dominique Ramphort and Jules Charville took their places around the table with Serge Gouteyron. The collective arrived at 11:25 am and delivered its observations and “counter proposals” to the proposals submitted in mid September by the prefect and the president of the COM.

About twenty minutes after the start of the discussions, the collective pointed out to the prefect his lack of attention by "looking at his watch". The representative of the State confides that he has constraints and is obliged to leave at 12:30 pm. Tensions then arise but exchanges continue.

At around 13 p.m., the prefect gets up and invites the secretary general to succeed him after having agreed to continue negotiations during other meetings, in particular the one scheduled for Friday at 9 a.m. at the COM. The members of the collective do not accept that the prefect leaves when no agreement has yet been found. The secretary general admits that the prefect had to leave for personal reasons and that "modest", he did not want to say them. For the collective, the representative of the State should not have fixed the meeting for this morning if he knew that he had constraints. The members of the collective adjourned the meeting and also left.

This is the second time that there is a disagreement between Serge Gouteyron and the collective about the organization of meetings. In October, the prefect had fixed a meeting for the 20th; this day the collective came but the prefect did not receive it because there is confusion, the meeting was to take place on the 21st. The collective interpreted this gesture as a refusal and holds it against him.

The next meeting is scheduled today Friday at 9 am in community to discuss the subjects which come under the competence of the COM. (soualigapost.com)
