The president of the Collectivity took part in the Congress of Mayors of France under the aegis of the Minister of Overseas Madame Annick GIRARDIN, which brought together the presidents of the executives of the DOM-COM, in the ministry.

This preparatory meeting for the Assises des Outre-mer - in which the northern islands do not participate - provided an opportunity to take stock of the issues encountered by elected officials in each territory. President Gibbs, for his part, addressed two particular points: the question of the renationalization and dematerialization of the RSA in Saint-Martin, and that of the installation of an INSEE branch on the island. The French Overseas Minister announced that she wished to bring together the presidents of the executives of the COM and DOM every quarter to take stock of the progress of the various files.

Signature of the State / COM Protocol for the reconstruction of Saint Martin

In the afternoon, the President signed the investment protocol "for a lasting and united reconstruction of Saint-Martin", at the end of the 4th inter-ministerial meeting for the reconstruction of Saint-Martin (see press release from Wednesday November 22, 2017). Some advances are to be highlighted in this protocol, in particular the fact that the document clearly specifies, in its preamble, that a massive effort in terms of public investment, of several hundred million euros will prove necessary. The State will ensure, in St Martin, the now permanent representation of certain deconcentrated services currently present in Guadeloupe (DIECCTE, DEAL) and will strengthen its means of controlling migratory flows. The Collectivity will propose by March 31, 2018 a multi-year investment and catch-up plan, which will be able to correct the shortcomings noted since 2008 in terms of financial compensation for the charges transferred. This plan could in particular mobilize credits from the major investment plan of 56 billion euros. At the same time, an economic pact will be drawn up to encourage acceleration of reconstruction: it may include measures, improving and adapting the national system of tax assistance for investment, and in particular proposing assistance mechanisms for hotel renovation.

Reception in the Senate and the Ministry of Ecological Transition

Thursday, November 23, President Gibbs went to the Senate for a working breakfast with President LARCHER. An interview to which the President of the Community wanted to invite the senator from Saint-Martin, Guillaume Arnell. Daniel Gibbs thanked Mr. Gérard Larcher for having redirected 300 euros of exceptional funds from the Senate to the Ministry of the Interior for the funding of post Irma emergencies. The President insisted on four issues for which the President of the Senate promised to act: the question of insurance and the rapid assumption of responsibility of the insured, the provision of additional European funds, the question of partial unemployment and the creation of the United Congress in cooperation with Sint-Maarten.

During his meeting with Secretary of State Sébastien Lecornu, late Thursday morning, the President worked on several issues, including the issue of water and the management of networks locally, following the imminent departure of the General of Waters. Daniel Gibbs wants the next operator to resume production and distribution of water.

Received at the Ministry of the Interior, the president of the Collectivity presented the various planning and development projects of Saint-Martin to the cabinet of Mr. Gérard COLLOMB. The trip to Paris of the President of the Collectivity ended with an interview with the Senator of Saint-Barthélemy, Mr. Michel MAGRAS, who chairs the delegation to the overseas of the Senate. Finally, Daniel Gibbs, in line with his meeting with the Insurance Federation, wanted to meet Mr. Jacques RICHIER, the CEO of Allianz France, to take stock of the progress of the files of the insured persons of Saint-Martin. _AF
